About Us

This section provides an introduction to the National Ethics Advisory Committee (NEAC), including background information about our members, and terms of reference.

Composition of NEAC

NEAC has up to 12 members who are appointed by the Minister of Health for a term of up to three years. The Chair, currently Andrew Moore, is also appointed by the Minister.

The twelve members of NEAC are representative of a broad range of disciplines, professions and interests. Expertise in ethics, public health and healthcare, Māori health, health and disability research, and law, are brought to bear on all matters considered by the Committee.

At any time, NEAC shall have at least two Māori members, one of whom shall be a person with Māori research/ethics background.

NEAC’s membership shall includeMembers for 2009
2 health professionals
One must be a registered medical practitioner
2 health researchers
One should have knowledge and expertise of qualitative research and one should have knowledge of, and expertise in, quantitative research
1 epidemiologist
3 other members
These other members must not be a health professionals or health researchers.

One must be a lawyer and one must be an ethicist.

These positions include people who have a knowledge and understanding of the ethics of health research and the provision of health care, and academic staff
3 community/consumer representatives
These members must not be health professionals, health researchers, or professional members
1 member nominated by the Health Research Council
